Use all kinds of detective graphics (magnifying glass, dark spy glasses, etc.) and print them out on card stock. Then you can draw on as if there was a seal and a serial number on it to look more real. On the other side of their ID badge they can then write their name on and fingerprint it for more of a personal touch. The kids use the toilet paper tube to decipher the last clue. To make this clue, cut a long strip of paper and wrap it around the toilet paper tube.
Only then add glue and secure the folded flaps. You can also make a bomb cake from a sports ball pan for such birthday party themes. For the bomb’s wick you can use a piece of red licorice or a real sparkling candle/decoration. It’s pretty simple to create a magnifying glass cake.

Each guest takes an end and has to follow their ‘wire’ all the way to the other end to ‘defuse the bomb’ and collect their prize. This game can get a little crazy, but kids love it. Bombs have been left behind with clues to your next mission. In a small room that can be completely dark – we used our mudroom – place the paper towel roll and other items as a distraction. By placing all the mission envelopes in the entryway, we had a good central location to keep going back to. The boys opened the envelope and took turns reading each mission. If you'd rather not hide the cake, make the mission to find the big gift you're giving, such as a new bicycle.
You can personalize the message or leave the area for text blank and write your message by hand, to give a personal touch. If you have a large number of guests, split them into teams of 10 or less. When I ran the party for 30 kids, I made 3 copies of the mission details and clues so that there would be no more than 10 kids in each team. You can hand-write each mission like we did or type them up in an official-looking font. We used some construction paper the same shade as the envelopes. We planned 2 hours for the party and finished up with cake with only 5 minutes to spare.
You could also center the party around making spy crafts, such as toilet paper roll binoculars, pretend cameras, and egg carton eye mask disguises. Put your spies' physical skills to the test with an obstacle course. Then turn over and cut out a piece of the bottom to stick a surprise toy in the cake, once putting the toy, stick the cut cake piece back over it. Then turn the cake back to it’s original position and frost the whole thing.
If you don’t want to have black frosting – it does color your teeth – you can also frost with chocolate frosting. Place a mini-flashlight inside, pointing up so it illuminates the hole without blinding anyone. Set up the box child-level outside the party room, with a sign that says “Retina Scanner”. Partygoers have to pass the eye scan before entering.
